Most compressors just make a file 'smaller' and hope it's enough. Image Resizer PC works backwards from the number you actually need. You type the target in KB and it runs a quick binary search over quality settings — and downscales the pixels if it has to — to land at or just under that figure. No dragging a slider and guessing.
That means one tool handles a 20 KB signature, a 50 KB photo, a 100 KB scan or a 200 KB document without you learning anything new — you just change the number.

Forms reject files that are even slightly too big, so Image Resizer PC always aims to land at or below your target, never over. At small targets some quality loss is unavoidable — a 20 KB photo simply can't hold as much detail as a 200 KB one — but you always get the best the size allows, and the preview shows the exact weight before you commit.
