The exact cap your form demands

Pick a target. We hit it.

Government portals, visa forms and exams cap uploads at a precise size. Set the number — the app lands at or under it.

Everything in one pass

Built for exact sizes, not guesswork.

Exact KB, automatic quality

Set a target in KB. The app binary-searches the quality — and downscales when needed — to land at or under it.

Pixels or cm + DPI

Resize by pixel dimensions, or by physical size — 3.5 × 4.5 cm @ 300 DPI for a passport photo.

Batch whole folders

Drag in files or an entire folder and process them all at once. No per-file limit, ever.

Keep aspect or center-crop

Fit neatly within a box, or crop to an exact width × height when the form demands it.

JPG · PNG · WebP · BMP

Convert between the common formats while you resize and compress — all offline.

Before / after preview

See the new dimensions and the exact file weight in KB before you save a single file.

Why offline matters

Your documents never leave your computer.

Most tools that hit an exact KB make you upload a scan of your passport, signature or ID to a server you don't control. Image Resizer PC does the opposite — every byte is processed locally. No upload. No account. No tracking. You can even run it with the Wi-Fi off.

Made for the uploads people dread

One tool for every size cap.

The honest comparison

Online tools own the search box. They don't own your files.

We won't pretend to be perfect: at very small targets some visible compression is unavoidable — we give you the best quality that still fits, and we never promise "zero quality loss."

Straight answers

Frequently asked

How do I resize an image to 100 KB?
Drop the image in, set the target to 100 KB, and click Process. The app auto-adjusts quality (and downscales if needed) so the result is at or under 100 KB, then shows you the exact resulting weight.
How do I resize an image to 50 KB or 20 KB?
Same flow — type 50 or 20. These match the caps on many bank and government-exam portals (photos around 50 KB, signatures around 20 KB). For very small targets the app reduces quality and, if necessary, dimensions to meet the cap.
How do I compress a photo for a passport or visa upload?
Set the physical size (e.g. 3.5 × 4.5 cm @ 300 DPI) or crop to the required pixel box, then set the KB target your portal asks for. Because everything runs locally, your ID photo never leaves your computer.
Does it really work offline?
Yes — completely. No upload, no sign-in, no internet needed at any point. The whole app is a single portable file.
Is it free? Any watermark or limits?
Free. No watermark, no account, no file-count limit, no ads.
Will compressing reduce quality?
We give you the best quality that fits your target size. At generous targets the difference is invisible; at very small targets (like a 20 KB signature) some loss is unavoidable — that's physics, and we won't promise otherwise.
